Different province, different nitrogen rules? Three experts discuss the issue

On 8 October 2019, the provinces adopted new nitrogen rules. These policy rules, aimed at granting permits under the Nature Conservation Act (Wet natuurbescherming), were intended to make it possible for the authorities to resume granting permits on the basis of netting (setting off increased emissions against reduced emissions). The large-scale protests following the introduction of the new regulations have not gone by unnoticed. Four provinces - Friesland, Drenthe, Overijssel and Gelderland - scrapped the new rules under the farmers’ pressure. AKD lawyer Wienke Zwier is among those commenting on the current situation.
